The forum censor can't be disabled by users.
As for the in-game censor... are you sure? It's working fine for me! Can you test and send yourself an in-game mail full of swear words just to be sure? (which is what I just did to myself!).

its working fine for me. are you sure you hit the save at the bottom and not the load default settings? i made mistake like 3 times this round trying to save changes and it just kept confusing me and pissing me off.
