Question about development costs...

Are the development costs in-game different from what appears on the manual?

I'm setting up to research Broomsticks & Cauldrons, which is listed as £36,486,000,000, but in the manual, on both the Tech Trees and Technologies pages it is listed as £15,000,000,000.

So is the manual out of date at the moment? I took a break from Bush for a few rounds and maybe this was a change that I missed.

EDIT: I am pure solo classed; I don't if that makes a difference or not.

Development costs and times are now subject to a Development multiplier.
This multiplier starts at 2.8 and for every development started it drops by 0.01.

The figures in the manual are the base costs and times.

However! as you're pure solo, you get a 10% reduction on times.
