Remove Dev. Multiplier

Just in case changes are still being made...

- Remove dev multiplier: I know why it was introduced, but it could be much less. Alternatively, give new starers extra cash
- Stay logged in indefinitely feature
- Reduce pNAP waiting time to a couple of hours (currently it's 12) and remove the mutual requirement perhaps

Don't remove it, but it should definitely drop faster. Rather than drop .001 per dev it should be .002 .

But we all know for that to happen God must return. However he will not.
